This article explores the story of Huang Yabing and his difficulties in founding a non-governmental organization (NGO) - Zhuhai Fangzhou Community Care Center, which aims to help the drug addicts to return to society. The main purpose of the article is to overview the situation of NGOs in China in a big picture by featuring a local NGO in Zhuhai. It includes parts ordered logically consisting of introduction, motivation, personal struggles, innovation, an overview of the development of the NGOs in modern China, and the comparison of NGOs between mainland China and Hong Kong. The sources of the article come from interviews and statistics of official government websites. Huang Yabing encounters difficulties in breaking his own stereotypes, tolerating the low success rate, financial pressure and balancing his family and the charity in establishing Fangzhou. The article finds out the strengths, weakness, opportunity, and threat of local NGOs in China. Although the development of NGOs in China is still in the elementary stage with tight legislation from the government and the absence of strategic plans, branding and financial aids, the future of NGOs in China is promising under the multi opportunities and the liberal partnership with the government.
